Admin users can manually create event registrations from the admin area. This is useful when staff need to register someone directly or make an exception that is not available through the public registration page.
Manual registrations are helpful when:

If the event is full and a waiting list is enabled, the manual registration will still be added to the waiting list.
However, admins can manually promote a specific registration from the waiting list into the event, regardless of the order of people on the waiting list.
This gives staff flexibility when a specific participant has been approved for an exception.
Your youth retreat is limited to ages 13–18, but the youth pastor approves a mature 12-year-old sibling to attend.
A parent would not be able to complete the public registration because the participant is outside the age range.
